Our country does its utmost to advance government’ s informationization, and has carried on helpful exploration in constructing Electronic Government, achieving the preliminary effectiveness. The 16th Representative Conference of the Communist Party of China has pointed out,“to build socialist’ s political civilization”. The political civilization is a plural compound structure of many aspects, including political democratization, political openning up, political legalization, political scientification, political efficience and political honesty and uprightness. So the political civilization is a complicated system engineering. Electronic Government, as the subject of the result of information age, plays an important role in promoting the construction of the political civilization. It contributes to realize the political democratization… and so on.
