两型社会建设中区域公共管理制度导入的研究 　　摘要：在经济全球化背景下，区域主义和区域竞争崛起，武汉城市圈作为中国继环渤海都市圈、长江三角洲都市圈和珠三角都市圈之后的第四个都市圈，将成为中国第四经济增长极，也将面对系列区域性公共问题，并引发新型的治理形态――区域公共管理。研究对区域公共管理核心概念作了界定，并分析了两型社会（资源节约型、环境友好型社会）建设背景下武汉城市圈建设面临的系列区域公共问题及对区域公共服务功能的需求，指出了目前区域公共服务供给中存在的制度缺失，最后提出依靠政府及非政府两种形式导入区域公共管理制度以解决区域公共问题的建议。 　　关键词：两型社会；区域公共管理制度；武汉城市圈 　　中图分类号：F207 文献标识码：C 文章编号：0439-8114（2014）02-0466-03 　　The Public Management System of Two Types of Society Construction： 　　Taking Constructing Wuhan Metropolitan Area as an Example 　　YANG Xiang-he1，XU Jia-peng2 　　（1.School of Business，Agriculture university of Hebei，Baoding 071000，Hebei，China； 　　2.College of Economics Management，Northwest AF University，Yangling 712100，Shaanxi，China） 　　Abstract： Under the circumstance of economic globalization， regionalism and regional competition arise abruptly. Wuhan metropolitan area as the metropolitan area after around Bohai sea metropolitan area， Yangtze River Delta metropolitan area and the Pearl River Delta metropolitan area may come to be the fourth economic growth pole in China. At the same time， Wuhan may face a series of regional public problems which will trigger a brand new governing form， public regional management. In this paper， regional public management was defined. The regional public problems during the construction of Wuhan metropolitan area were analyzed. The demands for regional public services under the construction of resource-economical and environment-friendly society were put forward. Meanwhile， the lack of regional public services supply was pointed out.
