摘 要 改革开放以来，随着经济的发展，我国城市化进程加速发展，越来越多的农村 集体土地变成了城镇建设用地，导致越来越多的农民失去了他们赖以生存的土地， 成为新的社会群体——失地农民。失地农民已经不再是传统农民，他们正在向城市 市民转变。这不仅仅是身份、职业、居住空间的转变，也要求失地农民在思想观念 和角色意识上转变。但是，目前失地农民在思想观念上仍保留着浓厚的小农意识， 与一个符合城市文明要求的具有现代市民素质的城市市民相差甚大。培育失地农民 具备现代市民意识，对失地农民实现从“传统农民”到“现代市民”的转变将具有 重要意义。受到经济、制度、文化等客观因素的影响，以及失地农民自身素质的制 约，培育失地农民具备现代市民意识困难重重。因此，政府应该改革和创新相关制 度，消除阻碍失地农民现代市民意识发展的制度因素；大力发展社会主义市场经济， 加快社会主义新农村建设，为失地农民现代市民意识培育提供物质支持；并且通过 教育、培训等方式，为失地农民现代市民意识培育奠定文化基础；最后，通过大众 传播媒介的引导、社区组织文化及榜样的影响，转变失地农民的观念意识，培育失 地农民一种具备现代性的社会精神气质和人格特征的市民意识，帮助他们尽快实现 向现代市民的转变。 关键词：城市化；失地农民；现代市民意识；培育 Abstract Since reform and opening, along with economic development, the process of urbanization accelerating in China, more and more rural collective land is changed into construction land, led to a growing number of farmers lost their lands that their lives depended on, and they become to a new social groups – landless-farmers. The landless-farmers are not traditional farmers any more, they are in the process of becoming citizens. This is not just status, occupation, changes in living space, also called for landless-farmers in the role of ideology and consciousness changing. However, landless-farmers still remains their peasantry ideology in their thinking, and there is obvious spatial difference between them and citizens that meet the requirements of modern urban civilization, with a modern quality of the people on the city people. Cultivating landless-farmers with modern public awareness, changing the landless-farmers from traditional farmers to modern people will be important. The economic, institutional, cultural and other objective factors, as well as the constraints of their own quality of the landless-farmers, it is difficult to cultivate them to have public awareness.
