Abstract In the planned economy time, our urban security was the singular government administration, which meant the versatile governments model that relying on the public security to management. The government was the only subject in security management. As for enterprises, the trade associations, the NPO and the public, all of them depended on government management in urban security. Since the reform and opening-up, china’s economy has maintained a sustainable rapid and sound growth, people’s living standards have improved and the conditions of public security have become stable and orderly. However, with these developments, the social mentality becomes more complicated, the social responsibilities and dedications are missing. The city social security confronts with a series of new social security situations and new problems. The security management becomes more difficult, and the criminal activities arise some new trends, which affect the public safety seriously, making the management of urban security more difficult. Therefore, based on the analysis and research on the problems of china’s urban security management, this article compares to and learns from the management experience of foreign countries, and refers to the many years’ governance experience of shishi city, which develops from urban management to governance. These are using a variety of multi-center theories and other theories to verify the necessity of urban security form management to governance instead of the singular government administration. This article points to contribute the government-led urban security polycentric governance structure, which in order to provide theoretical reference and practical guidance for the current urban public security governance work.
