2012 年，我国城镇人口占总人口的比重已达到 52.57%，农民人均纯收入由 1993 年的 921.6 元/人提高到 2012 年的 7916.6 元/人，工资性收入比重上升、家庭 经营性收入比重下降是农民收入来源构成变化的趋势。但是，我国城镇人口的发 展远滞后于城镇土地面积的扩大，以及大中小城市发展的不协调，是我国城镇结 构失衡的重要表现。同时，由于我国城乡分割的二元社会结构及其相关制度的存 在，制约了城镇化进程中的农民增收。 关于农民收入增长问题的解决之策，学者们提出城镇化发展带动农民增收应 是一个长期重要途径。城镇化进程中的城镇发展现状分析，农民工资性收入、家 庭经营性收入、财产性收入在农民人均纯收入中的重要性及其变化趋势，城镇化 发展对农民收入增加的机理分析和实证分析，以及针对现状分析中出现的问题提 出相应对策是本文的主要内容。 在研究城镇化进程中促进农民收入增加时，分别运用了理论与实证两种方法。 理论分析具体包括：小城镇进程中的乡镇企业发展与大中城市的产业结构优化是 转移农村劳动力，增加农民工资收入的基本途径；城镇进程中农业产业化发展的 实现是，增加家庭经营收入的主要途径；城镇化进程中农民的土地财产收益的实 现是，增加农民财产性收入的重要途径。实证分析结果显示，城镇化与农民的人 均纯收入、工资性收入、家庭经营性收入、财产性收入间具有显著的相关性，且 是长期均衡的发展关系；格兰杰因果关系显示，城镇化是农民人均收入、家庭经 营性收入、财产性收入发展的原因，但不是工资性收入发展的原因，而工资收入 却是城镇化发展的原因。最后，结合前面的分析结论，针对我国城镇化进程中的 结构失衡和城乡分割的二元社会制度问题，提出了相对应的解决对策。 关键词：城镇化 农民增收 二元结构 格兰杰因果关系检验 Ⅰ Abstract Scholars have pointed out that the development of urbanization should be regarded as a long-term important policy of increasing farmers income. Thus, this paper aims to analyze the present situation of the urbanization, the proportion of farmers wages income, the household operating income, and the property income to the farmers’ per capita income and study their change trend and the development of towns to the increase of farmers income with mechanism and empirical analysis;At the end, this paper puts forward the corresponding countermeasures to the emerging problems of the present situation. Theoretical and empirical methods have been applied inthe paper. The theoretical analysis includes: the development of township enterprises in the small towns and the optimization of industrial structure in the large and medium-sized cities are the main ways to increase the wage income; The realization of agricultural industrialization is the main way to increase the household operating income; The realization of the land property income is the main way to increase the property income.
