ABSTRACT In recent years, with the development of economy and the industry, there is a shortage of labor. It makes the peasants without skill face more difficult situation. The paradox is that there is serious lack of labor in factory while there are plenty of leisure labors in countryside. To solve the problem, we must develop vocational education. The deficient vocational education has hindered the development of economy. Based on the case analysis of Sichuan vocational institute, the author illustrates the importance of vocational education with economic, socialistic and educational theoies. On comparing the “short labor”with the vocational educational institute, the author puts forwards the developing strategy of vocational education institute. The paper firstly analyzes the external environment of the vocational institute, including the macroenvironment and the microenvironment. Then the internal environment is discussed with the analysis of the resource and proficiency of the institute. the value chain and SWOT analysis .At last,get the conclusion—we can found the vocational educational institute with suitable strategy.Based on the analysis of problem of passed vocational education,The author concludes that the vocational educational institute should take merger and acquisition strategy as it’s corporate strategy and execute differentiation strategy as it’s business strategy, so that the vocational education institute could become stronger and bigger in hard competition.
