ABSTRACT The construction course since the new China was founded 50 years ago ,especially the large achievement we have got through 20years’hardwork after reformation and opening leads the developmentof our country to the pivotal period. It is the period of rapid development, at the same time it is also the protruding period of all kinds of contraventions. Solving and dealing with these contraventions well, as well as building up scientific views of development and making the development for the economy of our country and the harmony of society lasting out healthily are the principles and aims the party center and the State Department put forward .So th《e The Law for planning out the city and country of the People’ Republic of China 》 is carried out from the first the January ,2008. It clearly prescribes the principle for planning out the city and country , which is to fellow the plan as a whole of planning out the city and country, so that we can realize the aim of improving the environment. The thesis will discuss how to plan out the city and country for the harmonious development on the base of the Liangping’ working out and practice.
