Abstract Development is the theme of contemporary China, is the most important task for the Partys governance and rejuvenation of the country .Harmonizing sustainable development all round is a basic requirement of the Concept of Scientific Development. China, however, due to various subjective and objective reasons formed urban and rural dual structure with a strong institutional inertia, still seriously restricting the development of the socialist market economy. Building a socialist harmonious society must coordinate urban and rural development, focus on the promotion and realization of urban and rural economic and social development. Reports of the 16th National Party Congress pointed out: coordinating urban and rural economic and social development and building a modern agriculture, developing the rural economy and increasing the income of peasants, comprehensively constructing a well-off society is a major task. Third Plenum of the 16th National Party Congress also places coordinating urban and rural development in the five co-ordination first. We can see that the urban and rural development, urban and rural areas to achieve common prosperity is an important measure for the comprehensive construction of a well-off society.
