中文摘要改革开放在推动我国国民经济快速发展和社会全面进步的同时，也为城市化 中文摘要 改革开放在推动我国国民经济快速发展和社会全面进步的同时，也为城市化 快速发展带来了契机，而城市化在促进生产力进一步发展的同时，也催生了一批 新的社会群体——失地农民。能否对失地农民进行合理补偿和妥善安置，关系到 农业增效、农民增收、农村稳定等重大社会问题，甚至直接影响到城市化进程的 发展。目前，政府在征地和对失地农民补偿安置过程中存在许多问题，不仅造成 被征耕地的严重浪费，而且造成农民正当利益的流失，甚至成为影响到社会稳定 的重要问题。 本文从近年来我国在城市化进程中征地补偿安置实践中暴露出的突出问题 入手，以不完全产权理论、效用价值论、马克思的地租地价理论和公平负担理论 为指导，运用政治学、公共管理学、经济学等学科的基本理论与系统分析的方法， 对征地目的的公益性、征地补偿安置费用标准的合理性、征地补偿安置费用各利 益主体之问分配的规范性、对失地农民安置途径的可行性等重要问题和环节进行 深入研究，并通过与部分主要发达国家及我国港台地区的征地补偿安置制度及实 践进行对比分析，发现我国现行制度存在较大缺陷，特别是对失地农民的合法权 益保护不足，进而通过借鉴这些国家与我国港台地区成熟的经验与理论，结合当 前国情，提出了改革与完善我国现行征地补偿安置制度的基本目标和具体途径。 关键词：城市化，公共利益，土地征用，失地农民，征地补偿安置制度 The Study on Chinese Land Expropriation Compensation and Relocation Institution during the Urbanization Process Abstract The reform and opening up polices have impetuous the rapid development of Chinas national economy and all-round social progress. It also brings the new chance for the rapid urbanization.
