Abstract Development of city is the symbol of progress of human civilization, but human being has also brought about a series of problems to the development of city while creating civilization. The problem of waste has become a big difficult problem of all the countries in the world. With the fact that the people’s consumptive standard is rising, the output of life wastes becomes more and more. Nowadays, it has become one big difficult problem that international society is confronted with; large amount of hold-up of rubbish is threatening human being health gradually. Around landfill site, soil, groundwater and air will be in a potentially dangerous status. An unreasonable site selection of landfill will be catastrophic to environment in the future. Therefore, site selection is of great importance to the whole construction of landfill. The paper analyzes the influence factors of site selection roundly, including municipal general layout, geologic environment condition, geographical condition, Physical Geography condition, storage requirement, environmental protection condition, economy, social and law condition. And then the paper concludes that the influence factors layer structure model of site selection of the municipal solid waste landfill by using AHP. The following this paper select part of quantifiable factors from influence factors to study on, integrating qualitative with quantitative research. The paper focuses on cost and environment safety factors and establishes model, then through practical example to prove its advantage. At the same time, this example balance and compare the contradiction between minimum disposal cost to government and minimum risk to public. At last, this paper enlarges this model with fuzzy mathematics method. Through bringing about maximize alteration bound, application fuzzy method in objective and subject so as to solve the alteration problem in site selection of landfill.
