THE RESEARCH ON PUBLIC CULTURAL SERVICE SYSTEM IN URBAN COMMUNITIES EXAMPLE OF M DISTRICT,SHANGHAI ABSTRACT The supply of public cultural service is one of the most aspects of what our government supplies.As the necessity of implement of scientific development concept and to build socialist harmonious society.To strengthen the construction of public cultural service system，is also the important approach of bringing about the steps what the 17th national congress of the communist party of China proposed ， such as “to promote socialist public cultural development and flourishing” , “to accomplish the fundamental turn for the better in the standard of people basic culture rights and interests” and “let all the people share the achievements of cultural development. ” These years, people’s pursuit of spiritual and cultural life moves from peak to peak as the improvement of people’s life level. As the basement and guide of the construction of public cultural service system, the public cultural service in urban communities’ affect and position appears obviously day by day. It also II plays a more and more important role in raising people’s cultural characters, carrying forward core value system of the socialist, enhancing the coherence of the communities and forming the fine social conduct. It is also one of the basic contents which reflect the fair, efficiency, and service of the government of establishing and practicing the scientific development concept and building socialist harmonious society. This article compared the theories and experiences between the domestic and external public culture services, researched its basic contents and elements. Based on the analysis of the public cultural service situation in Shanghai M district, the common mostly problems about current community public cultural service were summarized.
