Abstract Thirty years of reform and opening up, with the TV industry reform tide occurs changes the world upside down. And with the press of CCTV , provincial TV, and city TV station, in numerous national channel, non star provincial terrestrial channels situation is not optimistic. In a long time, because ignore of theory and industry decision-makers, it strives for the survival in the crevice. And since the citizen news began to prevail, close to the livelihood of the people, citizen news quickly became the focus of the provincial terrestrial channels competition. Citizen news columns is not only the political democratization, the media market, spread the age of products, but also the local news media to seek a breakthrough and important measure of self discovery in the fierce competition in the market. How to develop good news, constantly breakthrough from the column orientation, content, forms, advertising, brand management, is the key to decide the survival of Provincial terrestrial channels. This paper aims to find the break through the course of provincial terrestrial channels from analysis the citizen news, and select the synthetically channel of Hubei TV station news 360 (the original the first time) program as a case study, analyze its column setting, layout and other aspects, in order to explore the breakthrough direction of provincial terrestrial channels of citizen journalism program development.
