第四部分阐述了目前南宁市道路交通的现状，分析了南宁市实施拥挤 收费所具备的基础条件。提出了在南宁市实施以交通拥堵收费手段为主 导 ，其它手段为辅助综合治理的解决方案。 关键词：城市交通 拥堵收费 南宁 STUDYING ON USING CONGESTION PRICING AS MAIN METHOD TO IMPROVE TRAFFIC CONGESTION ——NANNING CITY AS AN EXAMPLE ABSTRACT With the rapid development of the national urbanization, the urban transportation system has experienced the unprecedented rapid growth. In order to alleviate the increasing pressure of the traffic congestion, the city heavily invested to improve city road infrastructure. However, the constriction of urban road infrastructure hasn’t catch up with the growth rate of motor vehicles. When the traffic pressure has been improved at some time, it begins to get worse. The city managers started the cycle of building – easing – worse – construction, which bring huge losses to community. With the economy gradually taking off, Nanning, which is the capital of Guangxi province and China- ASEAN Expo permanent host city, suffered the city “ranchman’s diseases” which is traffic congestion. How to take effective measures to traffic congestion in Nanning, and improve the allocation of road resources, it has became a public issue to be resolved. Based on the experience of previous studies, this paper proposed that the road congestion pricing should be used to improve the traffic congestion problem. Meanwhile, other supporting measures also be used to solve the traffic problem. This paper is divided into five parts: Part I: it reviews the study of the congestion charging at home and abroad as well as recent advances, and explains the study purpose and significance of this subject. Part II: it elaborates the theoretical knowledge of the urban road congestion and congestion charges. In this part, paper defined the traffic congestion, and an overview of the mechanism for producing traffic congestion, reason and impact.
