摘 要 城市交通供需矛盾日益突出，由此产生的交通拥堵成为众多城市的顽疾。交通拥 堵带给城市环境污染、出行效率下降、社会成本增加等一系列弊病，严重制约着城市 的发展。而城市交通系统是十分庞大和复杂的，造成交通拥堵的原因也是多种多样。 在实证调研的基础上，基于大规模样本数据，构建城市交通网络拥堵评价指标体系， 对今后更好的解决城市交通拥堵问题和促进城市可持续发展有着重要的理论和实践意 义。 本文将交通拥堵影响因素模型和层次分析模型 AHM（Analytic Hierarchy Model）引 入到城市交通拥堵成因的研究，在系统梳理国内外相关评价和治理理论的基础上，明 确了城市交通、交通拥堵等基本概念及其属性；通过城市交通的组成要素剖析和文本 分析，编制了城市交通拥堵成因调查问卷并请有关专家对问卷进行了初步审查；以青 岛市内七区的居民为被试群体进行了大规模的实证调查，借助 SPSS13.0 软件对调查结 果进行了探索性因子分析，基于信度和效度标准获得了城市交通拥堵影响因素的主要 维度和观测项，构建了城市交通拥堵影响因素模型；利用 AHM 层次分析模型对各因素 进行权重设定；依据研究结果并结合我国城市交通的基本情况，给出了解决城市交通 拥堵问题的关键措施。 关键词：城市道路，交通拥堵，成因调查，评价体系 Abstract Increasingly prominent contradict ion between supply and dema nd of urban traffic, the resulting from the urban traffic congest ion become ill.
