Abstract Using the Stackholder analysis in economics, the paper through to empirical research and analysis of the malignant events caused by the housing levy and compensation, introspecting the interest factor behind the illegal behavior. Combine the specificity of housing levy and compensation, writer summarized the issues in administrative accountability at present, furthermore, offered the institutionalized construction path of administrative accountability in this field . The paper is divided into five parts: The first part deals with some theory problems related to housing levy and compensation.
