Compared to anti-dumping and anti-subsidy, safeguard measures is a aim at the fair trade remedy system. safeguard reduce the impact of the liberalization of trade on a countrys economy, speed up the process of trade liberalization. but, security measures become some countries implement trade protection tool. In recent years, due to the influence of the financial crisis and European sovereign debt crisis, the worlds major economies are facing recession, while the global economy has stabilized signs of recovery, but the global trade environment is still not optimistic, some countries have the phenomenon of trade protectionism, and the terms of the Gray Area Measures is forbidden and tougher restrictions on the use right of revenge, make each member increase demand for safeguards clause, WTO members use of safeguard measures as trade remedy measures frequently. This paper is divided into four parts except the foreword. First, this paper expound the concept of safeguard measures system、the WTO safeguards clause、the condition of implement safeguard measures and characteristics of safeguard measures。and by means of a naive strategy theory、strategic trade policy theory、 economic effect and interest group theory are analyzed. Second, this paper apply the interest group theory and game theory analysis method, combining with the China and developing countries economic condition、industry status、the characteristics of the export structure and system of safeguard measures itself factors, by inside and outside two aspects analyzed the reason of the developing countries implement safeguard measures. And further discusses the developed countries and developing countries to safeguard measure different appl
