摘要 随着我国经济的日益发展，人们对社会公平、教育公平的渴望日益提高，由城乡二元 制经济结构导致的城乡教育不平衡发展愈加凸显。济南市天桥区为了促进城乡教育均衡发 展采取的举措之一，就是实施城乡教师交流制度，以利于教育资源更合理的配置，使城乡 受教育者享受同样优质的教育资源。本文旨在研究济南市天桥区的城乡教师交流制度的实 施现状，反思该制度在具体实施过程中成效与问题，为教育主管部门完善该制度提供依据， 使这一好的制度能够最大程度地发挥其应有的作用。本研究主要包括三个部分： 第一章主要介绍考察了天桥区教育的总体概况和城乡教师交流制度。 第二章运用访谈法和调查问卷法来全面审视天桥区教师交流制度实施现状。研究发现 该制度在实施中还存在一定的问题，阻碍了城乡教师的交流制度的实现，其原因有：城乡 教师交流制度的社会关注度不高；城乡教师交流的动机多元化；去农村学校路途较远，可 选交通工具单一等等。 第三章笔者针对天桥区教师交流制度实施出现的问题，试图提出切实有效的建议：加 强对城乡教师交流制度的宣传力度；完善对城乡教师交流的监控；充分发挥名师的辐射作 用等。事实是，城乡交流制度体现了教育公平和可持续发展，但是需要分步实施，需要层 层推进，才能最大限度地发挥制度的作用。 关键词：教师交流；城乡；教育均衡发展 分类号：G40-011 I Abstract In China, the imbalanced development of urban and rural education resulting from the urban-rural dual structure becomes more and more prominent. In order to promote the balanced development, our government implements the strategy of the exchange of urban and rural teachers, which can help optimize education resources and realize educational equality in the way that educational resources are guaranteed fairly for both urban and rural students. Based on the research on the implementation of the strategy of the exchange of urban and rural teachers in Tianqiao, one district in Jinan City, this paper discusses acquired achievements and existing problems, all of which do their part in perfecting this strategy. It includes three parts. Chapter One is an overview of the educational background of Tianqiao District. Implementing the strategy of the urban-rural integration of educational resources leads us to step in bridging the educational gap between urban and rural areas. Chapter Two does a research on the implementation situation of the exchange policy between urban and rural teachers. Some problems are found: few people knew this policy; urban and rural teachers have an impure motive; the traffic conditions of rural areas are not convenient.
