城乡统筹进程中西部地区农村土地流转问题研究-马克思主义中国化研究专业论文.docxVIP

摘 要 本文对城乡统筹进程中西部地区农村土地流转问题进行研究，通过对城乡统筹 与农村土地流转的基本内涵做到清晰界定，对城乡统筹与农村土地流转的相互关系 做到清楚知晓，对西部地区农村土地流转的存在的问题、问题原因进行完整归纳， 最终找到实现西部地区农村土地流转的有效途径，以实现西部地区在农村土地的有 序流转。以此达到在制定城乡统筹政策的过程中充分考虑农村土地流转的目的，为 城乡统筹进程中农村土地的有序流转提供参考模板，为解决西部地区的农村土地流 转问题提供对策建议。具体来说，首先是搞清城乡统筹与农村土地流转的各自内涵 与两者相互关系，其次是搞清西部地区农村土地流转所取得的成就和当前现状；然 后是思考西部地区农村土地流转存在的问题及其存在问题的原因；最后是为实现西 部地区土农村土地流转提出方法建议，在具体研究的方法上，综合运用了文献研究 法，比较分析法，一般研究与重点研究相结合的方法以及理论联系实际的方法，重 点研究集中在找出实现西部地区农村土地有序流转的途径方面。 通过研究我们可以看到：城乡统筹是经济社会发展过程中的必经阶段，在加快 西部地区发展的背景下，研究西部地区城乡统筹的发展更有极为重要的意义；城乡 统筹与农村土地流转是相互促进的，西部地区城乡统筹进程的加快能够有效地加快 西部地区农村土地流转，同样，西部地区农村土地流转的加快能够促进城乡统筹的 进程，找出城乡统筹进程中西部地区土地流转存在的问题，才能找出一条加快西部 地区发展的有效路径。 关键词： 城乡统筹 西部地区 农村土地流转 I Abstract Through the research of balancing urban and rural development process in the Western Area in our country, we can fully realize the balancing urban and rural development process and the rural land circulation in relation to each other, in order to achieve purpose considered the rural land circulation in the setting of urban and rural policy fully. In the Balancing urban and rural development process background to finding the effective route of the circulation of land, we can provide template of balancing urban and rural development process in the Western Area land circulation problem .In this paper, through the process of balancing urban and rural development process in the Western Area problem research, we can clearly define the basic connotation of balancing urban and rural development and rural land circulation, find the relationship to each other between balancing urban and rural development and rural land circulation, find problems in the western area of rural land circulation. In the end we can find an effective way achieving rural land effective circulation.
