Abstract Rural migrant worker is a new type of labor force with Chinese characteristics, which emerged in the process of reform and opening up. They have rural household registration but made their living, mainly engaged in non-agricultural industries, in the city. They are main labor force in the city and have made a great contribution to the urban economic construction and consequently become an important group which the government cannot ignore. However, for a long time, they lived with many problems, such as lacking guidance, help and coordination from the government and society, job un-stabilization, shortage of protection of their legal right and interest, deficiency in public living space and public service and so on. These problems will be great obstacles for the social stabilization and harmony before handled in right way. Therefore, it has certain practical significance for the city government to investigate, analyze, and propose appropriate countermeasures for the problems of migrant worker management. This dissertation is divided into four chapters. Chapter 1,Preface.Including the background, present situation, contents and significance of research. Chapter 2, Defining concepts. Analyzing the significance of that innovation of the way city governments manage Rural migrant workers according to the characteristic and present situation of Rural migrant worker in the city and providing foundation for the following part of this paper. Chapter 3, Analyzing the problem of city governments’ management of Rural migrant workers through case analysis. Chapter 4, Analyzing the countermeasures of innovation city governments’ management of Rural migrant workers and proposing specific countermeasures and suggestion from the aspect of manage sense, manage system of organization, manage system and manage style and so on.
