摘 要 一直以来，城市社区通过保障居民的知情权，建立合作，作为防灾减灾和应急管理 的基本单元，利用社区资源等方式，在传统的公共安全管理中发挥着基础性作用。社区 是社会的基本细胞，社区作为加强和创新社会管理的重要载体之一，在公共安全管理中 极为重要。 本文采用了文献资料、个别访谈及统计分析等研究方法，从城市社区公共安全管理 的国内外研究现状出发，详细阐述了城市社区公共安全管理的相关概念及 GBC 公共安 全、流动人口、智慧社区等基本理论，分析其他城市的模式并以陕西省西安市莲湖区西 安航空学院社区、双府花园小区和东尚观湖社区三个极具代表性的城市社区为例，系统 分析了我国城市社区公共安全管理存在的主要问题及其根源，并在分析的基础上提出推 进城市社区安全建设的基本方案建议，即大力推进社区公共安全管理体制改革、创新社 区公共安全管理制度建设、构建全面的社区公共安全管理体系，推测出未来我国城市社 区公共安全管理的发展趋势。文章主旨为城市社区公共安全管理问题的基础性研究，希 望本文结论及建议能为政府出台的社区公共安全管理相关政策提供借鉴。 关键词：城市社区，社区公共安全管理，智慧社区 Abstract City community has been playing a fundamental role in the traditional public safety management to protect the residents right to know, to establish cooperation, as the basic unit of the disaster prevention, mitigation, emergency management and using of community resources. The community is the basic cell of society, the community as one of the most important carrier for strengthening and innovativing social management is extremely important in the management of public safety. In this paper, several research methods are used，such as the literature, individual interviews and statistical analysis. and elaborating the city community public safety management concepts，the GBC public safety, mobile population and the basic theory of the wisdom of community, Analysis of the mode of other cities,starting from the research status of city community public safety management. It list two highly representative city communities Xian Aviation College Community and Shuangfu Garden Community and Dongshangguanhu Community in Lianhu District, Xian, Shaanxi Province. Taking Systematic analysis of the main problems of city community public safety management and its root causes, and to promote the construction of city community safety in the basic program based on the analysis suggested that vigorously promote community public safety management system, innovativing community public safety managementinstitution building, and to build a comprehensive community public safety management syst
