城市管理长效机制研究——以南通市为例 中文提要 中文提要 城市管理的目标是为市民群众提供一个安全稳定、整洁美丽的生活环境，让 市民生活更方便、更舒适，使城市更健康、更有序地发展。随着经济社会持续跨 越发展和城市化进程不断加快，现行的城市管理模式已不能适应新形势的需要， 成为制约管理效能进一步提升的瓶颈。改变传统的以突击方式为主、重点放在问 题发生之后的反应式管理，建立从源头上抑制或减少城市管理问题的常态化长效 管理机制，成为我们必须认真探讨的重要课题。 本文在研究现有学术成果的前提下，结合现阶段中国的城市发展情况，深入 剖析了传统城市管理模式存在的弊端，归纳总结了体制机制不够完善、法制化进 程缓慢、结构性矛盾日益突出、数字化城管运行不够高效、社会参与程度不高、 队员存在消极情绪等六个方面的根源。同时，有针对性地提出改革体制机制、推 进法制化进程、倡导人性化执法、提高数字化效能、发展社会化参与、做好积极 性引导六个方面的建议对策，从而不断创新城市管理模式，全面提升城市管理水 平，建立城市管理长效机制。 基于南通的经验，并根据不同城市管理实践的比较，总结出建立长期有效的， 既能够适应经济社会发展实际，又能够兼顾广大人民群众最根本利益的城市管理 长效机制实现路径，以促进城市管理长效机制建设在实践中加以发展和完善，是 本文的要旨所在。 关键词：城市管理 长效管理 机制 作 者：李 丽 指导老师：钱振明 Abstract Long-term Urban Management Mechanism of Nantong City Long-term Urban Management Mechanism of Nantong City Abstract The main purpose of urban management is to provide a safe and stable community to the people, make the living environment clean and beautiful, and ensure the city developing in a healthy and orderly manner, so that people live more convenient and comfortable. With the sustained economic and social progress across the development and accelerating urbanization, the method of urban management can not meet the new situation, become a constraint to further improve management efficiency. The most important key of urban management, is to change the traditional way to solve the problems after the incidents, establish a long-term management mechanism to reduce the incidents of urban management.
