Abstract The article studies the cultural exchanges between the kingdom of Bohai and foreign countries, then the development of its literature. By this study, I can analysis Bohai culture and Tang Dynasty’s culture, even its effect. Study the cultural between the kingdom of Bohai and Japan, analysis the relationship between the two countries. Meantime, find out the reason why the Bohai cultural come out, grasp Bohai literature, and its writing features. This article has five parts: The first part: the cultural exchange between the two countries, and then its content, and the basic of the Bohai literature. The second part: the mid part cultural exchange between the kingdom of Bohai and Tang Dynasty, initial development of the literature, this can solve the Bohai literature works. The third part: the AC of the exchange and the prosperity of the Bohai literature, mainly discuss the end of the time, and characteristics of the Bohai literature. The forth part: the exchange between Japan and the kingdom of Bohai, and the writing tech of the literature. The fifth part: compare the Bohai literature, Tang literature, Japanese- literature; by contrast, find out Bohai literature characteristics and its value. The full text has 40000 words.
