湖南科技大学硕士学位论文 摘 要 从对“经济政策”的哲学审视和价值批判转向对“社会政策”的现实解读和 拓展研究，是与中国经济社会发展相适应的一个转向 。社会政策的理论创新、制 度创新和实践创新，必须立足于中国经济发展和社会发展的宏大“叙事”——“社 会政策与经济政策并重”的发展新阶段，即更加注重经济 发展与社会发展的和谐 共创、更加注重人与自然 的和谐共处、更加注重人的自由全面发展。探讨和构建 与经济社会发展和人的自由全面发展相适应的 发展型社会政策，并对其予以价值 哲学视域的解析，具有较为重要的理论和现实意义，并且成为本论文的主要任务 。 通过对“政策”、“社会政策”、“公共政策”、“发展型社会政策”等相关概念 的厘定及其辨析、理论缘起和发展脉络及其研究现状等的初步梳理和价值解析， 重点突出针对发展型社会政策 的拓扑研究，即基于传统社会政策的“正义”、“平 等”、“和谐”、“福祉”等价值分析，从而进一步正确认知和理论阐释发展型社会 政策在“发展”、“生产”、“投资”、“普惠”等 价值拓展，旨在价值哲学视域 中更 为全面地、准确地认知发展型社会政策的价值基础，以期 更好地推进发展型社会 政策的理论研究、制度构建和学术实践——进而为努力探求和积极构建适合时代 发展需要且具有中国特色的发展型社会政策体系 ——夯实理论基础。 关键词：社会政策；社 会福利；价值 哲学 ；发展型社会政策 湖南科技大学硕士学位论文 Abstract The turn from the philosophical review and value critique to “economic policy” to the realistic reading and further research for “social policy” reflects the development of economy and society in China. Based on the grand “narration” of economic and social development in China, the theoretical, systematic and practical innovation for social policy should be paced with the new development stage of the importance of both social policy and economic polic y, i.e. attaching more importance to building a harmony between economic development and social development, to peaceful coexistence between man and nature, and to a free and comprehensive development o f individuals. Currently, it is of much theoretical and practical significance to analyze social policy for development from the perspective of value philosophy and to deeply discuss and actively construct social policy for development suitable for the development of economy and society as well as the free and comprehensive development of individuals. By defining and differentiating the relevant conc epts of “policy”, “social policy”, “public policy” and “social policy for development”, their theoretical origins, developmental tracks and current studies, this dissertation focuses on a topological research targeting at social policy for development, i.e. the value inheritance o f “justice”, “equality”, “harmony”
