Abstract “Weak agriculture, bitter farmers, poor rural” is the “three rural” issue that has been a prominent issue affecting and confining China’s economic and social development. The deep reason for the “three rural” issue is that there are chronic existed urban and rural economic and social gap in China. The infrastructure is the foundation and the key factor to promote the integrated development of urban and rural areas. On the background of China’s traditional dual system, urban infrastructure is fully funded by state funds; while rural infrastructure need to be built by rural village collectives and farmers themselves, and the state only affords appropriate subsidies. Therefor, how to find an effective way to develop rural infrastructure has become one of the valuable topics for social and economic scholars. The current mainstream view is: civil society organizations played a crucial role in the development of rural infrastructure construction. However, how to effectively strengthen rural infrastructure is a worthy discussing question. Especially for the border areas whose township enterprises and non-profit organizations are deficient. Based on the investigation of four villagers groups in Kaiyuan in Yunnan province, August, 2013, we explored rural infrastructure construction situation whose township enterprises and non-profit organizations are deficient. We hope to find out an effective path that could strengthen the infrastructure construction.
