Abstract Vocational education in the process of urban and rural has four functions of education、economics、regulation、and promotion.Play of these features can increase the area of human capital advantage,to promote the development of the three rural ,and promoting other peoples livelihood and career development.Therefore, promoting vocational education is very important for the region to promoting urban and rural.By the way,due to its diversification of forms of training、the training population is not restricted, and the characteristics of the diversification and specialization of the training courses, it has thus become the regions to speed up the strong support of the urban and rural. Xiangtan is a national member of the CZT city cluster,and it is face to an important opportunity to accelerate urban and rural areas.By reserching on the current situation and relationship of vocational education and urban and rural areas in Xiangtan, I found some problems between these. Such as the rural labor force to participate in positive vocational education is weak, the vocational education is small-scale and low quality, rural vocational education system is not perfect.The causes of these problems are not fully aware of the importance of vocational education, policy to support inadequate and the inherent problems of rural vocational education system.To address these issues this article put forward some opinions and suggestions.Expect these recommendations to accelerate the Xiangtan new type of industrialization, the construction of the new city to the promotion of economic and social development, to promote the four modernizations two types of the construction process, so as soon as possible to reach the first to achieve urban and rural areas, building happiness Xiangtan target.
