Although the model built by it is accurate and beautiful, the date is very large and its construction period is a little long. CityEngine, using the regular sentences, can rapidly build a wide range of city 3D landscape scene , but its model fidelity is not high and its construction ability to the special, complex, irregular city landscape is not strong. This paper mainly adopted the way of the combining CityEngine and 3Ds MAX, analyzed the model accuracy and determined the proper model construction method to express the different accuracy of city landscape according to the city 3D landscape model quality evaluation system, built the city construction, road and all 3D landscapes respectively in experimental area, and established a city 3D landscape visualization management information system under the ArcGIS Engine component development environment to achieve the city landscape management functions of 3D browse, query, spatial measurement in experimental area .Combining CityEngine and 3Ds MAX to build the city 3D landscape model and its visualization management information system, can be summed up in these key technologies: first, according to the sight distance or the importance of the aim objects, different detail structure methods should be taken to express all kinds of landscape; second, using the methods of interpolation and embedding feature constraint conditions can effectively solve the matching problem of points, line, surface feature and topography; third, CityEngine with 3Ds MAX method to construct the city 3D landscape model can combine their advantages and get a high quality and fast speed; last, the city 3D landscape mode
