摘 要 随着乌鲁木齐市人口的急剧增加、国民经济的持续快速发展、城市化进程的加快和人 民生活水平的不断提高，城市可持续发展问题日益突出。准确预测城市可持续发展因子的 变化趋势，全面详实地分析人的行为对城市可持续发展的影响和干扰程度，对于人口、社 会、经济和环境的协调发展，对于城市发展和建设规划的正确决策和实施，对城市的规划 和管理，都具有十分重大的意义。 本文在综合分析影响乌鲁木齐城市可持续发展因子基础上，探讨了干旱区城市可持续 发展因子变化趋势。利用乌鲁木齐市区气象观测站 1951 年～2001 年 51 年的降水、气温、 相对湿度等长期连续气象观测资料及有关统计年鉴数据，采用 Matlab、EXCEL、Erdas、Arcgis 等软件进行数据分析处理，通过一般趋势分析、神经网络方法进行预测，得出了乌鲁木齐 21 年来的变化特征和未来的变化趋势。 通过神经网络对 24 个因子进行分析、训练和预测，得到相关因子的预测数据，通过预 测结果为相关部门提供制定政策的依据。 关 键 词：乌鲁木齐, 可持续发展, 神经网络, 预测, 调控, 指标体系 Abstract City is the infrastructure of mankind in arid and semi-arid area； it is the center of society and ecnomy in arid area. With the explosion of population, rapid development of modern economy and science, mankind has making more and more nagative influence on city, so that the salination and desert and the degeneration of grassland are the consequence. Realizing the evolutional rule of city and forecast the trend of society, economy and environment of city, present rational regulative methods on the basis of the trend, use artificial methods adjust the trend of city so that city can develop on a benign way. The main contents of my thesis are as follows: Analyse the function of interactive factors of sustainability in city ecosystem, the feedback rules between every sub-system and interactive factors, establish the sustainable development indexes of city. Using System Dynamics theory, analyse the current conditions of Urumqi. Using the Artificial neural network (ANN) method analyse the 24 factors that impact the development of Urumqi and predict the trend of dynamic process of city development, analyse that result and the outlook of city sustainability. Present strategies about sub-system of population, water resource, landuse, environment, agriculture, industry and city controlment.
