Abstract Culture Industry is the most active, fastest, and most promising new and green industry in the modern world economy. Since the beginning of 21st century, culture industry has entered a new period of rapid expansion to promote the economic and social development and employment growth, which has caused widespread concern of governments and societies. As the sunrise industry of the 21st century, the development strategies of culture industry have become important elements of national development strategies of many countries. Chinese economic and cultural development has entered a new period. Our country formally announced the plan to revitalize the culture industry in 2009, marking the culture industry rising to national development strategies. The Communist Partys sixth plenary session 17th emphasized on accelerating the development of culture industries and promoting culture industry to be the pillar industry of national economy. Culture industry has broad development prospects in Chinas urban construction field. Culture industrys development must be based on the systematical urban construction projects, rely on new methods of planning and new models of implementing, and realize the optimization of decision making, which is a very important task in sustainable development of urban construction. Combining with the research program of Culture Industry Development Planning of Qingyunpu District of Nanchang, the paper analyzes the domestic and foreign cultural industry theory development, evolution and practical demands, studies the definition and classification of culture industry, explores the concepts and methods of industrial construction project development plan and proposes a planning method of urban culture industry construction project. Finally, the paper carries out a case study on Qingyunpu District of Nanchang.
