摘 要 我国的城市社区管理存在一些突出问题，如社区和基层政府（街道办事处）混同一 体；社区管理的行政干预非常明显；社区居民社区归属感和认同感很薄弱，很少主动参 与社区的自治；社会自身组织能力差；社区发展方向偏离等等，进而我国的城市社区管 理模式的创新探索势在必行。创新城市社区管理模式有助于提高社区居民生活水平， 加快城镇居民政治民主化进程，巩固党群亲密关系，维护社会安定和谐，促进城 市经济发展。 本文认真分析了我国国内理论界主张的三 种主要城市社区管理模式（即政 府 主导型、市场导向性和社区自治模式）所 存在的几个主要问题，如多数社区的社 区功能不健全；社区行政化倾向日益突出；社区参与意识亟待提高；社区社团自 治能力亟待增强。通过借鉴新加坡政府主导模式、美国社区自治模式、日本混合 模式等城市管理模式的合理之处，结合我国湖南省衡阳市社区管理——“四会四 议”制的实践，提出了创新我国城市社区管理模式的基本思路，即必须以政府作 为统一的领导，遵从“政社分立、政企脱勾、政事分离”的总原则，从在社会治 理的框架下扩大自治空间、居民参与多类化认定、引导居民的有序参与社区管理 活动和加强社区基层民主建设四个方面入手，来创新我国的城市 社区管理模式。 关键词：城市社区；管理模式；四会四议；实证研究 Abstract The management of urban community in China confronts some problems, such as the mixture of community and municipality，the excessive administrative intervention upon management of urban，the weak community belongingness and identification among community residents, of government can improve the living level and the political democratization process of community residents, the deficiency of active participation in community autonomy，the poor ability of social organization for itself, the deviation of community development direction. So it is urgent to innovate the management model of urban community in China. The innovative management model is helpful to lift the living standard of local residents, to speed up the political democratization process of urban residents, to consolidate the intimate relationship and maintain the social stability and harmony, and to promote the economic development of city. The paper analyzes the problems of three main models of community management, such as the imperfect of most communities’ function, the tendency of the communities’ administrative management, the defect of consciousness of participation in community, the weakness of autonomous ability to community.
