摘 要 随着国民经济持续、快速、健康的发展，我国的城市道路建设进入了一个蓬勃 发展的时期，如何对城市道路建设项目进行后评价，总结城市道路建设与管理的经 验，指导今后城市道路建设与管理已经成为一个比较突出的问题。 首先，本文在分析我国城市道路建设项目后评价发展现状及存在问题的基础上， 论证了后评价的必要性和作用，阐述了后评价工作的基本内容和程序，探讨了后评 价与可行性研究的联系与区别。然后对城市道路建设项目建设过程评价、直接效益 评价、社会环境影响评价、社会经济影响评价及项目目标持续性评价等有关内容进 行了系统研究。最后以武汉市三环线南环段工程为案例，对所研究的问题进行了实 证分析，并提出了相关建议。 论文重点对城市道路建设项目后评价的理论与方法进行了研究，初步探讨了城 市道路后评价的评价指标体系，对于后评价的理论与方法的不断完善具有一定的指 导意义。 关键词：后评价; 城市道路; 建设项目; 经济效益; 交通量预测 Abstract With the long-term construction and development of economy of all countries in the world, the city road has been the symbol of modern society. How to process the post assessment of city road construction project, summarize experience of city road construction and management, and prefer the work from now on has come to be a prominent problem. Firstly, according to the analysis of the post-evaluation present circumstances and some existing problems, this dissertation discuss the necessity and the impact of post-evaluation, propose the content and procedure of post-evaluation of city road construction project and elaborates the relationship and difference between the post assessment and feasibility. Secondly, in other aspects of post-evaluation research, construction process evaluation, direct benefit evaluation, environment influence evaluation, and sustainable development are systematically studied. Finally, the examples (the south ring of the surrounding city road of Wuhan project) are studied, and the validity and utilization of post-evaluation theory is analyzed, some related proposed are put forward. In this thesis, the theoretical method for city road construction project is studied emphatically and a preliminary study is carried out on the index system of the post-evaluation. Studies and practices in this thesis have directive signification on the theory and means of post-evaluation.
