Abstract The land, which does not origin to the will of people and has the characters of limitation, scarcity, and unrecycableness, is the most precious and basic resource among all the usable natural resources. Comparing with other resources, the land is comparatively in short supply. As the land is the basis of the development of harmonious society and human existence, we have to hold a responsible attitude to our latter generations to protect the land. The urban land is the primary material condition and carrier for the development of urban economy. All the urban development will eventually be involved with utilization of the land, which demands us to attach great importance to savable and sustainable use during urbanization. However, it’s common phenomenon that many urban lands have been left in waste or used in low efficiency. Therefore, it is necessary and urgent to investigate the causes of city wastelands and arrange corresponding system from the prospective of legal system. The legal research of city wasteland is at the primary stage, but it has great practical meaning to our country. From macro-view, it’s the prerequisite for strengthening Chinas legal construction, improving Chinas legal system, advancing the rule of law and for macro-controlling the economic and social development, rational planning for the real estate industry. From micro-view, it’s the key-point to regulating the order of real estate, preventing abuse of power and ensuring interests of all parties. In the process of writing the thesis, the author takes the legal analysis method to investigate the causes and solutions of the city wasteland from legal perspective. First, the thesis starts from the concept of city wasteland, and defines its boundary through comparative study. Then, states and sums up the causes of city wastelands and references the relative efficient ways in foreign countries from the perspective of empirical view.
