促进义务教育公平 积极构建和谐教育 摘要 义务教育关系国民素质的提高，是国家发展的基础性工程，是全面建设小 康社会的重要内容。义务教育惠及全民 ,能否实现教育公平，备受社会广泛关 注。落实科学发展观 ,构建和谐社会，加快社会主义新农村建设，对缩小义务 教育差距提出了新的更高的要求。特别是重视农村义务教育，缩小城乡教育的 差距，关注和重视弱势群体的义务教育，是教育公平的目标之一，也是我国经 济、政治、文化协调发展的根本保证，也是一项长期、艰巨的任务。所以构建 和谐社会需要教育公平特别是义务教育公平。 本论文首先介绍了教育公平的基本内涵、类型和意义，并对教育公平的基 本理论进行了概论。论文第二部分介绍了教育机会公平内涵、问题，并从内外 部分析其问题存在原因。论文第三部分介绍了教育过程公平的内涵、问题，并 从内外部分析其问题存在原因。论文第四部分介绍了教育结果公平的现状、问 题，并从内外部分析其问题存在原因。论文第五部分介绍了和谐教育的内涵， 并阐述了教育公平对构建和谐教育的推动意义。论文最后从教育机会公平、教 育过程公平和教育结果公平提出了实现教育公平、构建和谐教育的对策。 关键词：教育公平；和谐教育；教育机会公平；教育过程公平；教育结果公平 Promote compulsory education fair and construct the harmonious education positively ABSTRACT Compulsory education which can improve the quality of people, is a basic development project of the country, is an important aspect on building a moderately prosperous society. Compulsory education benefiting all people has been concerned as a subject whether achieve educational equity. Implementing the scientific development concept, building a harmonious society and accelerating the construction of a new socialist countryside, has set new and higher requirement in narrow the gap of compulsory education. Emphasis on rural education, especially compulsory education, narrowing the urban-rural gap in education, concerning and strengthening compulsory education of urban vulnerable groups, is an object and the fundamental guarantee to Chinas economic and social development, and also a long-term, arduous task. Therefore, building a harmonious society requires compulsory education equity. This paper firstly introduces the basic content of educational equity, its types and significance, and carried out a fair overview on basic theory of education.
