Abstract The execution capability of local governments is an important part of the executive capacity of government. The characteristics of government reform progress suggest that after the 16th National Congress of CPC, the government reform in China has stepped on a new stage, and to improve the governmental execution capability has become the major efforts that should be made in this period and even, in a considerable time range afterwards. Although there are theoretical differences on how to define the term—the “governmental execution capability,” its core substance is clear, i.e. the capability of implementing the ideas, strategies, decisions, schemes, and deployments of the government in a sound way. It is not only different from the executive capability in the sense of the traditional executive laws, but also from the executive capability of political parties. Whether a government is capable of execution directly imposes influences on its executive norms, developing strategies, and the achievement of its goals. This thesis analyzes the execution capability of local Chinese governments through empirical studies and reveals the fact that local Chinese governments possess low execution capabilities under the typical circumstance of the current real estate market control. On such a basis, the author further explores the relations between the low execution capability of local governments and the specific reasons that undermine the macro control upon the real estate market and impact the execution capability of Chinese local governments, and draws a conclusion that the main reason why the current real estate market control is not effective is the weakening of the execution capability of local governments.
