摘 要 电力行业是国民基础行业，关系到国民经济的命脉，具有技术密集、资金密 集的特点。电网建设项目建设周期长、规模大、所需资金较多及风险较高，投资 前必须进行科学全面的前期评估，以保证项目实施后能获得预期的效益。多年以 来，由于电网建设项目评估工作由于受到诸多障碍因素的影响始终没有得到足够 重视，需要进一步的研究和论证。对高碑店方官 110kV 输变电工程进行前评估 的研究具有着重要的意义和影响，包括提高决策水平、改进投资决策促进项目前 评估的公正性和客观性以及提升建设项目管理的科学性。 本文主要内容是对高碑店方官 110KV 输变电工程项目进行前评估，首先介 绍了项目前评估的理论，为后文评估工作提供了理论基础；然后根据项目前评估 的内容，从项目选址的可行性、节能环保水平和经济可行性三个方面建立了方官 110KV 输变电工程前评估评估指标体系和对应的评估标准；最后根据该项目的 实际情况和评估指标体系，运用模糊综合评估方法对该项目进行了整体评估，根 据评估结果可知高碑店方官 110KV 输变电工程项目评估处于优级，是可行的。 希望本文内容能为我国电网建设项目前评估工作提供一定参考。 关键词：输变电工程；项目前评估；综合评估 Abstract The electric power industry is a national basic industries related to the lifeblood of the national economy, which has technology-intensive and capital-intensive features. Power grid construction project has a long construction period, large scale, high risks and needs more funds, its investment must be carried out before a scientific and comprehensive preliminary assessment, in order to guarantee the expected benefits after project implementation. Over the years, due to that the evaluation of power grid construction projects has not received enough attention affected by many barriers, the further research and demonstration are needed. The research on the pre-assessment of Fangguan 110kV power transmission project in Gaobeidian city has important significances and impacts, including improving the decision-making level, promoting the improvement of the investment decision before the project assessment and enhancing the fairness and objectivity of the scientific construction project management . The main content of this paper is the former assessment for Fangguan 110KV transmission project in Gaobeidian city.
