摘 要 城乡发展一体化作为解决“三农”问题的根本途径。近年来，我国城乡一体化发展 成效显著。目前，我国正处于城乡一体化发展的快速阶段。但是长期以来的重城市建 设、轻乡村建设的现状，使镇村层面建设缺乏科学的规划，基础设施和公共设施的配 置严重滞后。如何通过合理的镇村布局规划，加强和完善镇、村的基础建设，缩小城 乡之间的差距，成为进一步推动城乡一体化发展战略、加大统筹城乡发展力度的新举 措。 苏州作为全国城乡一体化综合配套改革试验区，在城乡一体化发展实践方面具有 重要的示范意义。同时，苏州高新区作为苏州市城乡一体化改革先导区，以此为研究 对象，研究城乡一体化背景下镇村布局的规划转向，探讨城乡空间布局的优化方向， 提出切实可行的镇村布局优化策略，能够为其他地区城乡一体化发展、全面推进新型 城镇化战略等提供有效的示范借鉴。 论文主要分为三部分： 首先，基于对国内外相关理论研究与实践分析的基础上，全面解读城乡一体化内 涵，提出城乡一体化目标下镇村布局的规划转向。认为，城乡一体化背景下镇村布局 目标转向社会公平、镇村布局价值取向持续发展、镇村布局思路转向城乡互动、镇村 布局结构转向特色延续。 其次，通过详实的现状调查分析，解析了苏州高新区镇村布局现状特征，详细分 析了镇村布局现状存在的问题。 第三，基于城乡一体化发展的目标导向，针对苏州高新区镇村布局现状问题，从 镇村布局优化原则、总体思路、优化策略以及政策建议等 4 个方面，提出了苏州高新 区镇村布局优化方案。 关键词：镇村布局，优化措施，城乡一体化，苏州高新区， I Abstract As the basic solution to the issues of Agriculture,Countryside,Farmer,the development of unity of urban and rural area has achieved remarkable results in recent years.Currently, the unity of urban and rural area has entered a rapid development stage, but the layout planning of village and towns is not scientific enough and the construction of infrastructures and public facilities still requires improvement since we have focused on the urban construction for a very long time. How to strengthen and improve the infrastructures and public facilities of towns and villages, and narrow the gap between cities and villages by making a rational layout planning has required us to put forward a new strategy for the further promotion of unity of urban and rural area and propose new measures to balance urban and rural area. Suzhou, the pilot zone of the comprehensive matched reform of unity of urban and rural area, plays a demonstration role in the development of unity of urban and rural area. Meanwhile, Suzhou Hi-Tech Zone, as the leading role of the reform, provides effective demonstration and reference for other regions by making an analysis of the layout planning revolutions, discussing the optimization orientation of towns and villages space layout, putting forward practicable optimization strategies.
