摘 要 摘 要 统筹城乡经济协调发展是事关民生改善、国家复兴的重要战略，本文首先对国内外 统筹城乡经济研究现状进行了总结，继而运用相关理论对统筹城乡经济协调发展的态势 从城镇化和新农村建设两个角度，产业、基础设施建设、民生改善三个方面进行了阐述， 进而指出了城乡互动在统筹城乡经济协调发展中的重要作用，但是我国当前的城乡互动 在城乡产业关联、城乡间公共产品供给、城乡间生产要素流通、城乡间商品市场建设方 面还有很大不足，造成这种不足的主要因素可以归结为城乡产业特性、制度设计、资金 配置、农地管理四个方面的差异。基于以上分析，文章最后从城乡互动的视野指出了我 国统筹城乡经济协调发展的对策措施，包括转变政府职能、建设服务型政府；继续推动 城市经济发展，提升城市经济对农村经济的辐射带动能力；以县域为载体发展特色产业， 实现城乡产业互动；改革包括户籍制度、社会保障制度在内的制度障碍，实现基本公共 服务的均衡供给；健全农村金融体系，完善财政对农投入机制建设；提高农村土地治理 水平；重视发展农村教育事业，提高农民素质，为统筹城乡发展做好人力上的支持，推 动我国统筹城乡经济协调发展取得实质性进展。 关键词 城乡互动 城乡统筹 城镇化 新农村建设 Abstract Abstract Balancing urban and rural economic development is an important strategy to improve the peoples livelihood and be good for national revival. In this article, after coordinating urban and rural economic development status at home and abroad to understand the domestic urban and rural economic development, then the author elaborates the basic theory and relevant concepts used in this article, including Marxs concept of urban and rural areas，theory of binary economy structure and growth pole theory. And then elaborates the institution of the overall planning for town and country development from urbanization construction and new rural construction aspects, divided into industry, infrastructure construction, improve of the people’s livelihood in three fields, and points out the important role of the interaction between urban and rural in the coordinated development of urban and rural economy. The relationship between urban and rural should be equal, neither city bias, nor rural bias policy, which leads to the one-sided flow of resources Now the interaction between urban and rural areas in the fields of factor mobility, the supply of public goods, market construction, and industrial interaction still existed huge insufficiency. And the reasons for lack of interaction between urban and rural areas should be divided into four aspects that is industry characteristics, system design, the allocation of funds, and land management, Based on above de
