Abstract In order to resolve the problem called “expensive medical bills and difficult access to quality medical services”, the Chinese government is making effort to develop the medical security system in recent years. In line with the targets of “to provide everyone with access to basic medical and health services” and “universal coverage”, it is a crucial theoretical and practical project to construct the congregate basic medical security system in urban and rural areas in Chinese new developmental period. As it is urgent and consistent in the demand of medical security for low-income group in urban and rural areas, the thesis does the research on the link between the urban and rural medical security system in the perspective of studies about low-income group by using the methods of macro and micro analysis. Under the guidance of the ideas of public welfare, government’s responsibility and justice, the thesis emphasize on the operational and forward looking mechanism to reach the goal of system’s link in three levels. Firstly, it is easiest for unifying the urban and rural medical assistance system. As there is no theoretical obstacles, the main point in the process of unifying the urban and rural medical assistance is to perfect the system itself according to the realistic problem. Secondly, Chinese medical security system consists of three parts at present. However, the direction is to integrate them to a multiple system. Considering the Chinese conditions, we can reach this goal step by step. The research shows that we should make the merger of system design, management and service for the new rural cooperative medical and urban residents basic health insurance system, meanwhile, achieve the target of a certain link between urban residents basic health insurance and basic medical insurance for urban employees by the way of enlarging the function of individual account and making the contributor choose category freely. Thirdly, the thesis mainly researches on t
