摘要 党的十七大提出加快建立覆盖城乡居民的社会保障体系。建立城乡居民社会养老 保险制度，是健全我国社会保障体系的重大制度建设。随着城乡居民养老保险制度试 点在各地迅速的开展，试点的地区不断扩大、参保人数不断增多。国家对城乡居民养 老保险制度与城镇职工养老保险制度衔接方面的政策却迟迟没有出台，国办发 66 号 文( 《城镇企业职工基本养老保险关系转移接续暂行办法》) 已经出台, 城镇企业职 工基本养老保险( 以下简称“城保”)关系转移接续有了体系内衔接的基础制度。但 是对于城乡地区之间的养老保险关系转移问题仍然存在制度空白。 基本养老金必须具有便携性、关系转接具有灵活性、养老资产产权具有明晰性， 这不仅是保障参保人员养老金受益权的现实要求，也是进一步完善中国社会保障制 度、促进劳动力合理流动的本质要求。本文首先对养老保险关系的相关定义进行了界 定，然后分析了城乡养老保险关系转移接续中存在的障碍，最后分析了城乡居民养老 保险转移接续的方法，拟通过分析和研究找出实适合中国城乡居民养老保险关系转移 接续的道路，以促进人员的自由流动，促进市场经济的发展。 关键词：城乡养老保险关系 转移接续 基础养老金 Abstract The 17th congress of the communist party of china proposes to speed up the establishment of the social security system covering both urban and rural residents. It is major system building for our social security system to establish social endowment insurance system of urban and rural residents. With the experiment of urban and rural insurance system is being rapidly made，more areas and people join in.
