民养老保险制度的基本内涵、理论依据和制度安排入手，提出了在当前形 势下居民社会养老保险制度实现城乡统筹的必要性和可行性。以上述的研 究为基础，笔者对嘉兴市现行的城乡居民社会养老保险制度进行具体的个 案分析，主要包括制度建立的现实基础、制度的演进、制度的内容及评价， 通过分析，指出其制度存在的问题以及造成问题的主要原因。在此基础上， 立足嘉兴市城乡居民社会养老保险制度，提出解决问题的政策建议，包括 在宣传引导方面要加大舆论宣传和组织引导力度，在制度制定方面要提升 统筹层次和提高激励机制的力度，在制度执行方面要加强社会保障服务平 台建设和提升政府的服务水平，在基金管理方面要增加资金投入总量、加 强对养老保险基金的管理和实现基金的保值增值。 关键词：居民养老保险，社会保险，城乡统筹 II A STUDY ON RESIDENTS SOCIAL OLD-AGED INSURANCE SYSTEM ON THE PERSPECTIVE OVERALL AND BALANCED URBAN-RURAL DEVELOPMENT --TAKING JIAXING AS EXAMPLE ABSTRACT With economic development and the intensification of the phenomenon of population aging，To further improve Chinas old-aged insurance system has become a common social requirements.
