中文摘要 重视农业、农村、农民发展是发展社会主义的明智之举，符合社会主义农村发展。“十 一五”着重发展农村公共服务体系，不仅是国家科学发展观和和谐社会发展的要求，“十 二五”时期继续要求推进农村公共服务的建设。 农村公共服务满足农民的生产和生活的需求，具有非排他性和非竞争性。目前，我国 农村公共服务还存在着诸多缺陷，例如农民收入低下，农民负担沉重。这些问题不是在短 时间内产生的，主要是因为我国长期以来的农业基础薄弱、城乡二元结构等，最终造成公 共服务供给严重不足、农民需求得不到有效满足、公共服务总量不足、政府职能缺失、等。 尽管我国农村公共服务存在着许多问题，但是我国各方面发展取得了长足的进步，为“以 工哺农，以城促乡”提供了可能性。 本文就我国农村公共服务中的问题，通过以下几个方面来展开研究：首先阐述当前城 乡统筹发展的必要性和重要作用，其次分析我国农村公共服务体系存在着的不足与缺陷， 发达国家公共服务模式及对我国的借鉴，最后提出构建我国农村公共服体系的路径选择。 关 键 词：农村公共服务 社会主义新农村建设 城乡统筹 Abstract The policy of agriculture，rural communities and farmers is a wise way to build the socialist country. The strategic decision is a wise way to build the socialist. The “Eleventh Five-Year Plan” focuses on rural public service. It is necessary to impress on the agriculture rural communities and famers, it’s good to carry on not only for the scientific development, but also the harmonious society. Otherwise, it’s the way to get the goal of the “twelfth Five-Year plan”. Rural public services are supported to meet the necessity of farmers’ living or agricultural development with non-exclusive and non-competitive, there are still many problems in public services in rural areas, such as farmers’ low income, farmers’ heavy burden. These events don’t happen in a short time. The mainly reasons for them are poor basic of agriculture, urban-rural dual structure, which leading to a serious shortage of supply of rural public service. Although there are many problems in rural public service system, we have made great development in all fields. It’s the time to carry on the polity of “industries repaying agriculture, cities promoting township”. In this paper, Firstly, I introduce the significance of balance urban and rural development. Secondly, I analyze the problems which are becoming bigger and bigger in the rural public service.
