Abstract The counter is the banks business platform, as well as the most concentrated banking operational risks occured place. And it’s also the most difficultly controlled, the most widely associated region. For a long time, the counter’s operational risk management is always the bank’s managers continuing to practice and explore the problem. How to correctly handle the contradiction between the inadequate controls and excessive controls, and how to adopt scientific and effective way to control, each one thinks in his way. Since 2005, China Construction Bank Jilin Branch, through the construction of risk culture, innovation of technical means, optimization of systems and processes, effectively improved the abilities to control the counter’s operational risk in basic agencies. But problems still exist in management, for example, unclear division of labor, confusion of responsibilities, crossed and repeated operational processes, lacking power of rectification and improvement. How to effectively implement the regulatory requirements, how to realize the scientific and orderly, accurate and efficient management, and how to comprehensively improve the management level of counter’s operational risk, are worthy of further study and discussion. Firstly, this paper introduces the background of operational risk’s research, including the research status, development trend, the research method and innovation of operational risk’s management. Secondly, it summarizes the theory, explains the operational risk’s definition, types, characteristics and causes. Thirdly, it introduces the abroad commercial banks’ advanced method of controlling operational risk on the respect of recognition, measurement
