络治理的必要性和迫切性。另一方面，理性地分析了网络治理中的有利因素，以便更好
地吸收、利用现有资源来对农村水资源实行合作管理。
第三部分：即第四章，提出构建我国农村水资源网络化治理的建议。立足我国的实
际国情，构建多元主体共同参与的合作网络及分析了政府在其中的决策定位和其他多元
主体激励性参与。最后分析了对构建的管理网络进行监督的必要性。
