XiNing city in the semi-arid areas, Water demand supply balance will directly affect the direction of its development .Therefore,study the water supply and demand changes can help us correct understanding of water current situation and future of XiNing City, the same time it can also promote the coordinated development of the citys economic and ecological. This article reads as follows: In this paper,on the basis of summariing water resource research at home and abroad,as the support of the sustainable development 、 water supply and demand balance 、circular economy theory, analyse XiNing City water resources development and present situation. Learn from of Home and abroad on the water supply and demand calculated,this article use the fixed method and opposite direction methods to predict all water demand items.obtain in 2015, Xi Ning City water supply 785 million cubic meters ， the total water demand for 1. 187 billion cubic meters;2020,the quantity of water can supply 859 million cubic meters，the total water demand of 14.08 billion cubic meters;2025 ，the water supply of 911 million cubic meters ，the total water demand of 13.36 billion cubicmeters.Thus,the risk of the city water supply and demand imbalance in a certain period of time continue to exist, and with the expansion of the city, the risk will have larger trend.
