对我国保障性住房的建设和运行机制研究 住房是人类赖以生存的衣、食、住、行等基本生活耍素之一。逑国以来我国的住房建 设和住房改革取得了重大成就。但是近年来随着土地资源的口益紧缺，城市房价的不断上 涨，城市中低收入群体面临着住房难的问题。就是在这一背景下，我国陆续完善住房保障 政策，幵始大规模建设保障性住房。 为实现社会公平，政府必须采取有效措施帮助中低收入阶层解决住房问题。我国目前 初步形成了现行的住房保障制度，主耍包括廉租房、经济适用房及住房公积金制度三个方 面。现行的住房保障制度对解决屮低收入家庭的住房问题起到了较大的作用，但是由于起 步晚，发展慢，仍然很不成熟，存在着较多问题，使得住房保障没冇发挥其应冇的作用， 在一定程度上甚至恶化子现存的住房难问题。尤其是在财政金融领域，没有相应的配套政 策来促进住房保障制度的实施。因此如何结合我国的实际情况，构建一个适合W情的和对 完善的住房保障体系，是当前急待解决的一个重大问题。 关键词：问题；住房保障；制度 Research on Chinas urban housing security system ABSTRACT The housing is the survival of the human clothing，food，shelter，and other basic elements of life. Since the founding of new China’s housing construction and housing reform has made a great achievement. But in recent years with the increasing shortage of land resources，city house prices rising，city low-income group housing faces difficult problem. It is in this context，our country in succession to improve housing security policies，began large-scale construction of affordable housing. In order to realize the social justice，the government must take effective measures to help low-income people to solve the housing problem. Our country is preliminary formed the urban housing security system，including low rent housing，affordable housing and housing accumulation fund system in three aspects. The current housing security system to solve the housing problems of low-income families has played a larger role, but because start late， progress is slow, is still not mature，there are more problems, the housing security did not play its due role，to a certain extent even worsen existing housing problem child. Especially in the financial field，there is no corresponding policies to promote the implementation of housing security system. While some foreign developed countries due to early implementation of housing security system, the system is relatively perfect，there are many worthy of our study and reference.
