From the view of implementations of the above programmes in Sasan Gram Panchayat, Orissa state, there is a gap between the programme’s objectives and its actual effects, mainly in the limited coverage, the lower level of standard and the lower efficiency of finances use. In the process to establish and perfect the system of social protection in rural areas, China can draw experience and lessons of India.
