It has achieved vigorous development with the acceleration of the speed of urbanization. However, construction industry is also faced with many problems, and one of the most important issues is the high cost. A project with high cost is usually hard to meet participants’ requirement. As construction companies lack a scientific and rational project management system, the frequent changes of plan lead to huge waste, which will decrease its competitiveness. So faced with the increasingly fierce competition, it is an important subject currently to research how to reduce the construction cost and improve effectiveness and competitiveness. This paper firstly introduces the background and realistic significance of the research, then reviewed previous research in this field as the basis of the study and then presents the contents, research methods, and innovation. This paper defines several key concepts such as value, value engineering and value management, and analyzes their relationship. On this basis, this paper discusses the relationship between value management and cost control of construction projects, and sorts the similarities and differences of value management and cost management. This paper discusses in detail how to apply value management to the cost control of the construction projects, and clarifies the application time of VM, and identifies the key factor of implementing VM successfully. Then this paper analyzes the significance and necessity of applying value management to cost control from the investment decision-making stage of the project proposal and feasibility study stage, and its specific application of each stage were elaborated.
