II II Abstract Based on the analysis of the domestic and international scholars big building traffic impact analysis, this paper combines with china current traffic circumstances, then gives a systematic evaluation on ways of inhabitation region traffic impact analysis,and study traffic forecast、cross passing capability improving、traffic impact strategies on cross and traffic fee confirming. The purpose of this paper is to build traffic impact analysis ways based on the situation of our country and the special traffic characteristics. On《china road and traffic safety law actualizing byelaw》、《road and traffic safety byelaw》,it demands government to expand traffic analysis evaluations on new builded projects and expanding building projects in main city zone,and gives a macroscopic guide to the scope and special actualizing. This paper begins under this background. Through the analyzing and comparing of domestic and international big building traffic impact, this paper brings forward a systematic evaluation flow chart on our current inhabitation region traffic impact.During studying traffic created forecast and cross passing capacility, compare the current traffic forecast ways,select traffic forecast way based on urban population and land use. During the analysis of cross passing capacility, the interval analysis way are given and the feasibility and the practicality has been proved in Zhongchi TIA project. This paper introduces the traffic organize of plane cross and the dicision of traffic fee,especially on the dicision of traffic fee.By analysing the caculating methods of traffic impact fee, build appotion fee models,to make the correlative exploitation firms fair on traffic impact fee.During Zhongchi TIA project,these theories and methods in this paper are used logically,have pracatibality and feasibility.
