Then, a cost-based electricity tariff calculation method for ancillary services is designed in the paper for the primary stage of China ’s power market when the ancillary services market is not yet available. With this method, the tariff level of the grid reserve ancillary services for a specific case is calculated with due consideration given to the actual operation of the power grid. This research helps to promote building of the electricity ancillary services market, present incentive to all types of generators to provide reserve ancillary services and rationalize economic compensations for the generators which provide the reserve ancillary services.
