华中科技大学硕士学位论文 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract China began to explore the construction of National Laboratories in 2000, Five National Laboratories were approved to construction in 2003.During the course of several years of construction, the National Laboratory has encountered problems of cultural conflict, which has becom the performance of spiritual cultural, institutional culture, material culture and behavior culture in National Laboratories. Study the issue is provided the reference. for the construction and development of Chinas National Laboratory . This paper explains the probles of culture conflic and the impact on the National Laboratory management from the four aspects of spiritual culture, institutional culture, material culture and behavioural culture. We raise the four levels of eight elements on integrated management culture for National Laboratory,according to the theory of cultural stratification .Take Wuhan National Laboratory for Optoelectrics (chip) as an example ,we analysis the issues on integrated management culture for National Laboratory: (1) the eaders ignore cultural differences and cultural integration; (2) the level of participation of staff is low; (3) the choice of model on integrated management culture is single, (4) the operations of integration is Slow; (5) cultural integration become a surface and a formality; (6)the effect of cultural integration is not ideal. According to these problems, we structure the five factor model of the affected on integrated management culture for National Laboratory;and analysis the five factors: (1) acts of leadership; (2) acts of staff; (3)cultural characteristics; (4)external promotion; (5) integration model chosen.we also raise the corresponding solutions: (1) set up cultural integration of the leading group, and play a leading role actively in guiding (2) strengthen the communication with the staff and stimulate staff in the cultural integration of a positive act, (3) respect the requirements
