Look over West states’ economy development history, it tells us:We cannot walk the“pollutes first, post-processing” economical pathway. During the economy develop processing, we must take “the pollution” factor considered. While the economy fast develops, “the pollution” factor should be reasonably processed and write off in embryonic stage for possibly occuring a disastrous consequence in the futrue. Guangxi Beibu Gulf Economic Zone（BGEZ）is facing a significant opportunity, such as the Chinese - Association of Southeast Asian Nations（ASEAN） region cooperation, the “an axis two wing” region cooperation between the Chinese and ASEAN, the “two porches” region cooperation between China and Vietnam, the subregion cooperation on “the Mekong River - Lancang River”, Pan-Pearl River Delta(PPRD) Cooperation and so on. So BGEZ will come into a critical development period once in a thousand years, and the development circulation economy becomes the inevitable choice for BGEZ. In this paper, used the circular economy theory and practical experience as a guide and used economic growth theory, ecological and economic theory, regional economic theory, system theory and related theories to analyze the macro background of BGEZ for the development of circular economy. Evaluation method based on theory and practice in circular economy at home and abroad. Considered with local characteristics, we applied for the fuzzy comprehensive evaluation method to evaluate this complex system of circular economy on BGEZ.
